Xi Jinping Holds Talks with Tajik President Emomali Rahmon
On June 15, 2019 local time, President Xi Jinping held talks with President Emomali Rahmon of Tajikistan in Dushanbe. The two presidents spoke highly of China-Tajikistan relations and cooperation in different fields, and together outlined a new blueprint for bilateral relations development. They agreed to deepen comprehensive strategic partnership between the two countries with sincerity, mutual trust and win-win cooperation, to commit their countries to developing all-weather friendship, and to promote the building of a community with a shared future for mankind, so as to realize common prosperity for both countries.
Xi Jinping congratulated Tajikistan for successfully hosting the Fifth Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA), and identified the consensus and results achieved at the event, sending positive messages and positive energy to the world. The Chinese side spoke highly of Tajikistan for all work it has been dedicated to since it held CICA presidency, and pledged continued support from China to Tajikistan to continuously develop CICA cooperation as a whole.
Xi Jinping pointed out that since the establishment of diplomatic ties 27 years ago, China-Tajikistan relations have maintained a sound momentum of rapid development. China and Tajikistan have become good neighbors linked by mountains and rivers, good friends with mutual trust, good partners for mutual benefits and good brothers for mutual support. Bilateral relations are better than ever before. As a Chinese saying goes, “neighbors wish each other well, just as loved ones do to each other.” The Chinese side would like to see Tajikistan be stable, developing and prosperous. China will continue to firmly support Tajikistan in pursuing a development path suited to its national conditions and support the efforts made by the government of Tajikistan to safeguard national sovereignty and security. China is ready to work with Tajikistan to strengthen the top-level design of bilateral relations, improve the level of cooperation in various fields and jointly build a China-Tajikistan development community and security community.
Xi Jinping stressed that the two sides continue staunchly supporting each other on issues concerning their respective core interests. He said Tajikistan has always actively supported and participated in the joint building of the Belt and Road, and the two countries’ cooperation within this framework is fruitful. He asked the two sides to further synergize the Belt and Road Initiative with Tajikistan’s national development strategy, tap potential and raise the quality of cooperation, and deepen their cooperation in connectivity, energy, agriculture and industry. He pledged China’s willingness to help Tajikistan upgrade agricultural modernization, support and actively participate in Tajikistan’s construction of free economic zones. The Chinese side is willing to have more exchanges in culture, education and tourism with the Tajik side, to have their deep-rooted friendship last forever. The two sides should deepen cooperation in combating the “three forces” of terrorism, separatism and extremism as well as transnational organized crimes, and on narcotics control and cyber security, so as to safeguard both countries’ security and regional peace and stability.
President Emomali Rahmon expressed welcome to President Xi Jinping’s revisit to Tajikistan and thanks to the significant contribution made by the Chinese side for the successful holding of the Fifth Summit of the Conference on Interaction and Confidence Building Measures in Asia. President Emomali Rahmon also conveyed congratulations on the 70th anniversary of the founding of the People’s Republic of China and best wishes to friendly China for its permanent peace and prosperity. The Tajik side agrees to treat deepening the two countries' comprehensive strategic partnership as one of the priorities of its diplomacy. Tajikistan is grateful for the long-time support and help from the Chinese side and is willing to advance the cooperation between the two sidesonkey projects in the fields of energy, petrochemical industry, hydropower and infrastructure withinthe framework of the Belt and Road Initiative, in order to push forward the goal of industrialization in Tajikistan. Both sides shall also enhance the youth, educational, and cultural exchanges. And the Tajik side commits itself to combating "three forces" of terrorism, separatism, and extremism, as well as transnational crime together with the Chinese side, to promote law enforcement and security cooperation, and also to coordinate closely in the Shanghai Cooperation Organization, CICA, and other multilateral affairs.
After the talks, the two heads of state together attended the unveiling ceremony of the construction model of China-assisted parliament building and government office building. President Xi Jinping and President Emomali Rahmon viewed the panels for publicizing the project, listened to the introduction about designing program and cooperation in the project, and unveiled the red silks covering the models on the rostrum.
After the ceremony, President Xi Jinping and Emomali Rahmon signed a joint statement on further deepening China-Tajikistan comprehensive strategic partnership and witnessed the change of several bilateral cooperation documents.

President Emomali Rahmon held a grand welcoming ceremony for President Xi Jinping before their talks.
