On September 26, 2019, local time, State Councilor and Foreign Minister Wang Yi attended the United Nations Security Council open debate on Peace and Security in Africa at the UN headquarter in New York.
Wang Yi said in his speech that the peace and security in Africa not only concerned the well-being of African people but was closely linked to the peace and stability of the world. China has always supported African countries in solving African issues in their ways and is confident that Africa has the capability to address their issues well. It is incumbent upon the international community, particularly the Security Council to help Africa achieve peace and security. We need to attach importance to the development of Africa and give priority to the realization of peace and security in Africa. We also need to have confidence in Africa, giving full play to African countries' initiative in resolving their own issues and supporting Africa in strengthening its ability to defend its peace and security independently.
Wang Yi said that Africa, with one-fifth of the world's population, is the most concentrated region of developing countries. African affairs make up two-thirds of the Council's agenda, and more than 20 million people have been displaced by war and conflicts. It is not only the common expectation of the African people to eliminate gunfire in Africa, but also the goal of the international community.
Wang Yi said that the Security Council should listen more to African voices, respect their opinions and make them play their roles. In recent years, the dialogue and cooperation between the Security Council and the African Union have continued to deepen and the field of cooperation has been continuously broadened. This momentum will continue to be maintained and strengthened. The international community, especially the Security Council, should shoulder its responsibilities to help Africa enhance its capacity for independent peacekeeping, stability maintenance, and counter-terrorism, and accelerate the construction of the African Union standing army, rapid response forces, and early warning mechanisms. African countries look forward to the United Nations providing adequate, stable and sustainable financial support to the African Union’s independent peace mission. These are just and reasonable demands of which China is fully supportive. We call on an agreement on the issue by Council members as early as possible to perform actual deeds to the stability of African society.
Wang Yi said China and Africa were close friends, dear brothers, and good partners. The sincerity, real results, amity and good faith and upholding justice while pursuing shared interests put forward by President Xi Jinping are the fundamental principles of China's policy toward Africa. Within the framework of Forum on China-Africa Cooperation, China and Africa are working together to create a China-Africa community of shared future that pursues win-win cooperation, delivers happiness for all, enjoys cultural prosperity and common security, and promotes harmony between man and nature. China is never absent from helping keep peace and security in Africa. China will firmly work with Africa in realizing peace development in Africa.
